The General Assembly  will be considering several proposals that will affect Virginia’s participation in and compliance with the federal Affordable Care Act.

The Affordable Care Act creates “health exchange navigators” to assist people with the insurance exchanges under the ACA.  HB 770 (Hugo) requires background checks for the navigators. HB 1043 (Byron) and  SB 542 (Martin), with some variations,  require navigators to meet certain minimum requirements and register with the state corporations commission.

HB 338 (Berg) restricts agencies from cooperating with each other in the establishment of a health benefit exchange.  SB 45 (Watkins) requires the State Corporation Commission to establish and operation the Virginia Health Benefits Exchange.

HJ 147 (Byron) asks for a study of the effects of the Affordable Care Act on health insurance consumers.
