The law requires IEPs to include a statement of measurable annual goals that address every identified area of a child’s academic and functional needs. The law also requires goals to address a child’s behavioral needs if a child’s behavior interferes with his or her learning or the learning of others. (More on behavior goals under the topic “discipline”). A child’s goals must enable the child to participate in general education curriculum and in general education settings to the greatest extent possible. Goals must also, to the greatest extent possible, use research-based strategies to meet a child’s needs.
